Hi, story short, I´ve been having some trouble with my pc, maybe with my video card, so I went and downloaded some software to watch my components temperatures, so I downloaded CPUID pcwizard and noticed that my +12v line is showing 8,38v.

So my question is, as I don´t have a voltmeter now, Is that measurement possible (knowing my pc works relatively fine) or could it explain some of the failures? My current power supply is a generic chinesse power supply and my pc is a core2duo, nvidia 9800gt.

When playing starcraft 2 temp get up to cpu +-45, gpu +-64.

Those are great temps!
GPUs and CPUs don't consume allot of power while running in idle, maybe thats why your voltages are lowered.

PSU isn't great, but i wouldn't upgrade it...
just save up some money and then invest it in a future build.

If Celsius, 45C for the CPU

If Celsius, 45C for the CPU and 64C for the video card is completely fine under heavy load.

Might want to consider upgrading your PSU though, generic PSUs cause a ton of instability issues with your system.
