recently I had to send a GPU in for a RMA because of a power surge, so I would like to test out the power supply before using it on my computer again, if possible I would like to do this with a multi-meter as I don't have one of the fancy power supply testers...

There is a flaw with

There is a flaw with multimeters, or all 12v testers. They just test one rail, and most psus are multirail. Though this might give you a general idea, you could use a multimeter.
